Resumen
In this chapter, we delve into the case of AI in Colombia, a country that has made significant strides in the implementation of this technology. To achieve this, we present a systematic literature review encompassing two complementary processes. First, we provide a comprehensive overview of AI adoption in Colombia, and second, we examine its application in the realm of political communication. The results reveal a well-developed regulatory framework pertaining to AI, largely attributed to the efforts of the former government led by President Iván Duque. However, it remains unclear whether Gustavo Petro’s government will continue the implementation of this technology and, if so, how they plan to do so. Concurrently, traces of computational propaganda have been consistently identified since the presidential elections of 2014. As a general conclusion, we propose that the effective utilization of AI as a technological tool heavily relies on competent human management, as it can significantly influence the distinction between positive and negative applications. To address this issue, it is crucial to comprehend how AI can be harnessed to foster a more objective public discourse.
